I’m not sure I fully understand your question, but if you have the BBC
Sounds app you can download the programme to your device or stream it
directly online. They tend to delay making downloads via other podcast
platforms by a week or two.
Not all sound programmes can be downloaded as MP3s and saved to your
device. And, if you can, it's often not easy to find the link that does >enable you to do this, or subscribe to the podcast with a third party >podcatcher.

https://www.bbc.co.uk/sounds/play/m001bchd, I'm pretty sure yt-dlp
will download it. (By default, as a video; you can extract the audio
with one of many audio extractors - I use Pazera, as it has a clear
option to extract original without further transcoding. But if you're
willing to delve into yt-dlp's intricacies, I'm sure you can download
audio only. [It will involve the -F and -f options - one lists the
available formats, the other lets you choose one.])
