Usually on guided bus routes, to stop silly drivers going the wrong way.
Yep, it's just a hole in the ground essentially but I've seen other traps that are high metal or concrete kerbs that cars will get stuck on. There are gaps either side of the hole so wide vehicles and cyclists can pass.
