You conveniently forgot to include the 1.5m safety zone for the cyclists.

Highway Code revised: Cyclists given priority in new rules as drivers ordered to keep 1.5-metres distance when overtaking

Cars must leave at least 1.5 metres room when passing bicycles - while revised guidance also says "it can be safer" for cyclists to ride two abreast.

A cyclist falsely claimed that “[The Highway Code] is silent on group
    riding protocol”

Rule 66: Be considerate of the needs of other road users when riding in
groups. You can ride two abreast and it can be safer to do so, particularly
in larger groups or when accompanying children or less experienced riders.
Be aware of drivers behind you, and allow them to overtake (e.g. by moving
into single file or stopping) when you feel it is safe to let them do so.

    HTH

Interesting that untrained, untested, and unlicensed cyclists are allowed
to make judgements as to when it is safe to let drivers overtake.

Simply put, the hierarchy places those road users who are most at risk in the event of a collision at the top of a ‘scale’ or hierarchy. Pedestrians are at the top, because their lack of protection makes them extremely vulnerable in an incident. Next,
we have cyclists, horse riders and motorcyclists. Below that we have car and van drivers, and at that leaves us with bus and lorry drivers at the bottom.

So far, so good. But there’s one more bit to understand – the lower you are in the hierarchy, the more harm you and your vehicle can cause. This means you have to be particularly careful around more vulnerable road users. At this point, you might
think: ‘Surely motorists are already more mindful of pedestrians, cyclists, and other vulnerable road users, right?’

Well, of course, many people are mindful – just as many people drive sensibly and safely. But like all these things, there’s always room to improve. The new rules (also known as “H rules”) are designed to remind everyone who uses our roads how
important it is to take responsibility for their own safety as well as the safety of others. In short, if we’re all looking after each other (and ourselves), then our roads should become safer places.
Where can I find the new rules?

Good question! You’ll be pleased to learn that you don’t have to look very far for them – they’re all at the front of the latest Highway Code.

Hierarchy of road users – undoubtedly the biggest change to the Highway Code is the new hierarchy of road users. The idea is that those who are deemed most vulnerable, or at risk, on the roads are placed at the very top of the hierarchy. The
government deems pedestrians, cyclists, horse riders and motorcyclists as the most likely to be injured from an accident, and so this is the order of the hierarchy. It means that those in cars, vans and other vehicles now have a ‘greater responsibility
to protect these vulnerable people when on the road.

Giving way and crossing the road – the updated Highway Code clarifies a number of points on giving way and crossing the road. Firstly, it states that when people are crossing the road, or waiting to cross at a junction, traffic should give way. If
people have already begun crossing, and traffic is looking to turn into the road, the pedestrian always has the priority. And finally, all road users must give way to people on zebra and parallel crossings.

Cyclists’ position on the road – more guidance has been offered in regards to how cyclists should position themselves when on the road. When cycling alone, they’re advised to position themselves in the centre of the road when it’s quiet, in
slow-moving traffic, at junctions or on narrow roads. When cycling in a group, they’re advised to ride two abreast as it’s safer to do so.

Spike who? The one in my killfile with the "Nugent" entity?

They are the same 'person'. ECT is not an exact science.

Neither is the fabulous ‘Google groups kill file’.

Simply put, the hierarchy places those road users who are most at risk in the event of a collision at the top of a ‘scale’ or hierarchy. Pedestrians are at the top, because their lack of protection makes them extremely vulnerable in an incident
witha chav-cyclist on a footway. Next, we have chav-cyclists, horse riders and motorcyclists.

At this point, you might
think: ‘Surely motorists are already more mindful of pedestrians, chav-cyclists, and other vulnerable road users, right?’

    “….or stopping…” Some hopes!!!

You conveniently forgot to include the 1.5m safety zone for the cyclists...

    ...each.

Oddly, they (chav-cyclists) *never* allow that 1.5m "safety" zone when
passing vehicles when stopped at traffic lights, etc.
