What's the frequency below which transmissions are unregulated?
    Something like 8kHz?

I don't believe there is a lower limit, just a 3000GHz upper limit in
    the WTA

says below 8.3kHz is not allocated - so maybe 'unregulated'?

There's a bit of a dispute as to whether you need an NOV below 8.3KHz.

    Ofcom say it's "not allocated"

There are however some experiments using 8270Hz . I found getting
antennas to radiate on 73KHz bad enough. My best DX was 1/2 mile.

There's usage below 300 Hz, and by more than one country.

    http://www.vlf.it/zevs/zevs.htm

As an example of an installation (now not used much), the
HAARP science project used five 2500KW diesel (locomotive) generators
to power its devices. (One of the others uses 2000KW of
local generation, to run the electrodes.) A university rents
    this out now.
