What about one of those HF stick antennas made for mobile? If I attach
it to the roof, would that require planning permission?

at roof height? If I put a very long fishing pole in my garden and keep
it straight in a vertical position with a holder and place a piece of
wire on the pole, will that require a permission from anybody who is not
my landlord?

I think the maximum height is 3 or 4m ( flagpoles can be higher). You
could take it down when not in use if it's taller. I've done that.

A tree doesn't need planning consent , but you might not want to wait
that long. However there may be one already there you can use.

Back in the 80s, when 10m FM with modified CB sets was all the rage, one
of my locals had complaints about a fairly inconspicuous 16' Silver Rod sticking out of the top of a small (10'?) apple tree at the end of a
garden backing onto woodland. IIRC, it would have been OK if he had had
it mounted on the house, as the ruling was 3m above the rooftop or 2m
above a chimney.
