    The plastic top ( the part attached to the tube) has several small ‘jets’ / slots around the inside. They are fed from a small reservoir in the tube containing the stripe coloured stuff.

    As the white paste is forced by the slots / jets, they ‘paint’ the strips onto it.

    At least, that was the technique in the 70s or so. It may have changed.
