That fits in with my first paragraph, I am not familiar enough with the >detail to know much more than I wrote. I don't know exactly where the >21CN/20CN boundary lies, it's probably different in different areas.
I do know that reliability is a big part of the reason that the older kit >remains in use.

I suppose it's the S in PSTN that is the problem, presumably as older kit
and networks are withdrawn there will be less and less of that.
At some point everything will be IP-based.
I remember walking past a large exchange in Fulham in the early 80s, in
the dead of night you could hear all the Strowger mechanisms churning
away, didn't seem to matter what the time was.
