Legality of ANPR hack

Several years ago there was a major data breach in ANPR in the UK: <https://www.autoexpress.co.uk/news/106295/massive-anpr-camera-data-breach-reveals-millions-private-journeys>

If an ANPR system somewhere in the UK was left open in a similar way to
the YouTube video above, would it be illegal to access and view it in
the UK? Or might it be considered within the FoI Act 2000?
