active *WARFARE*, including lethal force. The phrase is used to contrast between conventional military force and "soft" force, including
diplomacy, sanctions and cyber warfare. United States Defense Secretary
Donald Rumsfeld used the words "kinetic" and "non-kinetic" often.
"Kinetic military action" was used by White House aide Ben Rhodes on 23
MARCH 2011 to describe U.S. military action in Libya:
“I think what we are doing is enforcing a resolution that has a very

Those kind of verbal gymnastics to avoid calling a sustained bombing of
a foreign country a “*WAR*” aren’t flying with members of Congress.
“This is an act of *WAR*,” Rep. Don Manzullo (R-Ill.), a member of the Foreign Affairs Committee told the Rockford Register Star. Speaker John
Boehner (R-Ohio), in a letter to the president on Wednesday, said that
he was “troubled that U.S. military resources were committed to a *WAR*” without a clear goal — or the consent of Congress.
The United States Congress hasn’t declared *WAR* since the 1940s, though
its “police action” in Korea, “conflict” in Vietnam and “use of force”

The second quotation describes the noble man as one who (not unlike the
cosmos) represents a balance between the plain and the patterned:
When natural substance prevails over ornamentation, you get the
boorishness of the rustic. When ornamentation prevails over substance,
you get the *PEDANTRY* *OF* *THE* *SCRIBE*.
Only when ornamentation and substance are duly blended do you get the
true gentleman.
A third passage compares the gentleman to two marvellous animals known
for both beauty and strength:
[He who effects] great change is like a tiger, his patterns distinctive.
. . . The superior man changes like a leopard, his markings fine. The
small man [merely] changes his spots.
The fourth depicts the sage as one who has fully internalized the cosmic patterns and so is able to induce societal order among his fellow men:
[Only the sage] could copy it [the patterned nature of Heaven]. . . .
Sublime are his achievements, dazzling the manifestations of his
[internal] pattern.
This series of four quotations reveals a kind of progression, which
mirrors the development of the individual soul. Achievement necessarily
begins with attention to the "plain groundwork," that is, building a
solid basis in integrity. Next comes the pattern, for "a gentleman in
his pursuit of the Way does not get there unless he manages to exemplify
a beautiful pattern."
If the human being goes on to fully develop his innate potential by
imitation of the Ancients, we have the brilliance of the sage, who draws
his inspiration for cultural patterns from the regular movements of
Nature. The course of humanity is, thus, to "first cultivate the self
and later make it pervade [the outer world]."" [CANON, pages 295, 296]
