    I think you might be able to get parts for loft ladders, where the space is often limited and you need a bespoke solution. 'Made to measure' loft
    ladders seem to be a thing, and perhaps you can buy parts eg treads
    separately.

    Their Normandie loft stairs can be split into several flights. The instructions are for a quarter turn, but the principle would work if you
    just want several straight sections. Tread width would be easy to reduce.

    I have lots of spare agricultural aluminium ladders and plenty of
    hacksaws. You will have to fetch:-)

    It's not difficult to make short wooden ladders yourself, and then they
    can have the pitch, angle, and tread size that you want. Rout some slots
    in the stringers to take the ends of the treads and either use barrel
    nuts in the treads or put a studding tie-bar underneath the tread.
