    YES

    2) An American living in America using an American server for his website, and a German visits it.

    NO

The location of the server is the factor.

So Americans have to consent to something which isn't a law in their country?!

They can but they are not forced to do it. It is a protection that goes
beyond anything the US offers to their consumers.

I think you have it back to front, since I've seen plenty American websites with cookie notices.

That is their own choice and not a legal requirement.

The cookie law offers nothing but a pest. Another fucking popup.

    Grow up you moron.

Sorry, I tried to help you.

It is obvious that you do not understand the philosophy and the concept
of the EU-solution and what it means for the consumers in a bigger context.

No, you're a either government worker or a brainwashed robot. Absolutely zero sane people want that fucking popup asking about cookies on every single bloody page they visit. TAKE IT AWAY.

    Technically very easy.

There's a reason someone made a very popular extension for browsers to auto acknowledge that EU shite. The EU does not rule the world, it's about time they were closed down, forcefully if necessary.

The EU does. Look at USB-C-story and some more.
The Brits were stupid enough to leave the EU. Now the UK is *The Poor
Man of Europe*. Within 3 years. And Scotland will soon leave "the Empire".
