Flash is a wear part - there are a certain number of write cycles before it stops working. It's a bit like buying part-worn tyres, but at least there
you can see how much life they have left.
For USB drives perhaps they're less likely to be in 24/7 use than enterprise SSDs, but when buying used it's a lottery as to where you are on the wear curve.
I don't see what there is to 'refurb' about an flash drive though - there's
no parts that need oiling. Maybe they were just customer returns that they reboxed. I'd check them carefully in case there are any faults - often
refurb outfits aren't very good at testng returns that look cosmetically ok.
