Why not make folder 1 an alias of folder 2?

That was my thought too. But I understand David that the other
possibility to store everything in iCloud and always access there feels
a bit awkward. I do not do that either.

My internet provider has a cloud product that allows real syncing of
local folders. Perhaps David could do some research into a similar
product by a trusted provider. For me Dropbox is not one of them. They
    had too many incidents already.

It's a set of files that I keep on the macbook that it would be handy to
access via iCloud but not essential.
I couldn't see how to do it - other than an alias - but figured that if it >> was, someone here would have done it.

Call me slow, but I don't grasp the problem here? Put your folder that
needs syncing in the iCloud folder hierarchy. Job done?

Won't it sync to local storage anyway?

I'm reluctant to put the master in the cloud...

    (please don't ask why)

Sadly, I think this is the way most cloud synchronisation mechanisms
work. The master copy is held in the cloud, and is potentially
available to any computer with an internet connection and the correct
access credentials. Your computer then has a local cache, which
contains some or all of the files (may depend on how you set it up). So
if your computer is disconnected from the internet, it potentially has
all your files. Any changes you make are flushed from the cache to the
    cloud when you reconnect.

Clearly creates admin problems if you make changes from more than one
    computer.

If your computer breaks your files are safe in the cloud.

If you get into a fight with your cloud provider you could lose all your
files, because the provider may wipe your local cache before you become
    aware of the problem.

If you want to keep the master copy locally, then you probably have to
set up a backup service in the cloud which you control.

That was my remark in my first posting. I wouldn't do it either. Be
careful with your most important data. If you do it use at least the E2E-encryption Apple offers.

    (please don't ask why)

I won't. Here the reason being the total mistrust towards all
5-eyes-countries and major tech companies in/of these countries.

Something like that taken together with my distrust of the people accessing said documents who could (purely accidentally of course) screw things up for me. I'd like the masters to remain safe...

    Folder Actions?

A slightly simplified form of this might do the trick: https://apple.stackexchange.com/questions/345677/automator-folder-action-workflow-to-copy-a-file-to-one-folder-and-then-move-it-t

As far as I can tell there's not a managed way to trigger on updated
files though, rather than new ones dropped in.
