Once installed, I had to agree to new terms and conditions for iCloud to continue using it. But, typically of Apple, they were displayed in very pale grey on a white ground. I found it quite illegible - I had to copy it and paste it into TextEdit to have any chance of reading it.

In System Settings > Accessibility > Display there's an "Increase
contrast" option that might help.
Sometimes the terms and conditions come with a "send by email" option.
(I haven't been offered 13.2 yet I'm not sure if it was there.)

I run in dark mode and it got displayed very legibly with whitish text
on a dark background.
