All true, but the end result is a usable / burnable .iso
although some variants are very large files which would need a dual
layer DVD - which raises the potential problem of machines which are
unable to boot from DL media.
Also, it might be a good idea to make sure that you have downloaded the
latest available version of the MS Media Creation Tool

which I have used with some success.
The link to it which I found was on a Microsoft download page, but I
cannot remember which one.
If you can work out what the "ISO Tools" does then please let me know.
