    It is not a crime. Improper entry is a crime, but unlawful presence is not. This
    is settled.

    It is not a criminal offense for an undocumented immigrant to earn income by working. It usually *is* a criminal offense for the employer to hire him, although that is seldom prosecuted.

    It is not a crime for an undocumented immigrant to rent an apartment.

    It is not a crime for an undocumented immigrant to start utility (electric, gas,
    phone, etc.) service.
