Theoretically, this could take down almost

even on the rare occasions they turned Joe loose, people could see
for themselves that he had more than a few marbles missing.
The problem with the auto-pen scandal is that it's difficult to prove.
All Joe has to do is say he was aware of and approved all the auto-pen
documents and unless someone comes forward to say otherwise, it's
probably
going nowhere.
