However there were good REASONS. The fuckin' sirens,
generally put on towers, were TOO DAMNED EXPENSIVE.
Something like $50K each just for the sirens alone -
which could only get attention for maybe a 3 mile area,
    esp with modern sealed houses.

Rural communities can't AFFORD a huge network of
such things all in all - and no, the state/fed
isn't automatically obligated to provide such
    expensive equipment.

MY prop - see other messages - is a little fleet
of programmable DRONES with loudspeakers. They
can fly close over all areas in imminent danger
and be loud enough so you WILL wake up, CAN
hear them. Guessing HALF the cost of those
siren towers AND they're more versatile.

Drones? Loudspeakers? "loud enough" "you WILL wake
up"? Really? Just how big would this loudspeaker be
if it could wake you up, not to mention a drone WITH
    power sourc?

    Is the "state/fed" going
    to "provide such expensive equipment"?

We get alerts on cell phones in an area. One tsunami alert was an
earthquake so close San Francisco fire trucks gave verbal warnings along
    the beaches.
