    all members promised to raise their defense budgets
    to up to five percent of GDP.

    Problem is that it's over TEN YEARS. The pressing
    threats are RIGHT NOW.

    Most likely they're just going to wait for
    the next Joe and then go back to having the
    USA pay for everything. Ah, the good old
    days !
