    The blitz didn't cow the British. The incendiary bombing didn't cow
    the Japanese. Carpet bombing didn't cow the Germans.

    The only bombing that works is bombing strategically targeted to
    weaken the enemy's ability to wage war.

    That's not a sure thing either. The Germans were
    rather creative in adapting, but it mostly delayed
    the inevitable. Japan's industrial capacity was
    affected but the situation was different. For example,
    we had a harder time bombing due to the initial lack of
    airbases
