In nearly every incorporated city in the country, if you make a major addition to your house without obtaining a building permit and having the work inspected, that is unlawful but *not* criminal. You can be fined for it, and maybe ordered to demolish it, but you cannot be incarcerated for it. If you negligently damage your neighbor's property, that is unlawful but not criminal. You can be sued for it and ordered to pay damages, but you cannot be incarcerated for it. If you maliciously defame
    someone, as the *rapist* Trump defamed E. Jean Carroll, it's unlawful, but not criminal. She can sue for damages and you'll have to pay them, but you cannot be
