    The ones who maintain the gear that's now breaking down.

    While the FAA DOES have it's own tech force, much of the critical gear is maintained
    by the vendors.
    IBM in particular because the gear is proprietary and 3rd parties, like the FAA, do not
    have access to the same materials that IBM does.
