They needed probable cause to arrest him. One crime did they see
him commit? To force entry into a house, they needed a search
warrant. Did they have one?
The police cannot stop people at random and demand they answer.
Catching and deporting people legally is expensive and time
consuming. That is why enforcement is at businesses where they
have a list of SSNs which SSA or IRS find suspicious.
