    arrests will be down.

    Duh.

    How? Because a policy change of denying all refugee requests means that
    the motivation to turn yourself in for processing vaporizes.

    That means immigrants will go back to trying to evade CBP instead of
    turning themselves in. Even if they're caught, they'll try again and
    the recidivism rate will climb again **just like it did the last time.**
