The reason Russia is failing is because for centuries, they've
recruited and promoted government officials based on loyalty rather
than competence. Trump is now doing the same thing.

It needs to be a combination of the two.
I have long stated that Trump's ability to judge and assess people is horrible.
Consider the case of Stauffenberg who tried to kill Hitler.
Highly capable, he was an officer in Hitler's inner circle, but
was not loyal to Hitler.
Right now we are going through troubling times.
The deep state is real no matter what the left says.
Partisan politics in government has gone wild.
This all needs to be reigned in for the good of both parties.
