"all time record" means what the writer means. it doesn't mean anything
in itself.
Probably it is not all-time record but just since 1979 that is
still from times before their existence for many.
It might be worth recollecting the voyage of the Endeavour with Sir Joseph Banks
where scientific recordings of sea temperatures at various depths was part
of their data collection efforts. Similar work was done on the Beagle during Darwin's voyage.
Of course the modern era of satellite measurements is a legitimate shift
in magnitude and scope of our ability to take extensive measurements,
but still worth recalling some of the beginnings.
