Nature doesn't care if the issue is a mountain -- rain shadow -- or a
volcano. All it knows is that air gets cooled, looses it's moisture and
comes out the other side dry. In the case of a rain shadow it happens
because the air has to rise high to get over the mountain, cooling down
as it rises, and in the case of the volcano the two biggest culprits
are soot/ash in the sky, making it darker, shading the earth from sunlight,
and of course sulfur. The sulfur gets converted into an aerosol and
reflects sunlight back out into space, so it never reached the surface.
