UNGA Resolution 181 for the Partition of Palestine into a “Jewish state” and an “Arab state” was a proposal, not a binding order.
As in the past (1937 Peel Commission, 1939 Woodhead commission and 1945 Anglo-American Committee), the Arabs of Palestine rejected any and all recommendations for partition.
This is simply historical fact.

The Arabs in Palestine were OFFERED a state, alongside a Jewish state.
They turned it down, so it was never created.
As a side note, at the time, “Palestinian” meant anyone in the region, including Jews. In fact, “Palestinian” was used as a synonym in some documents for “Jew”, and Arabs called “Arab Palestinians”. Not until Arafat, two decades later, would the word take on its present meaning.
