Confusing: the first paragraph suggests the consultation has closed, but
later it says "we want your views", "We are consulting", "We welcome contributions from all users.", and similar. Though under "How to take
part", I can't see a link other than to something Welsh.
[Later: I found the original tweet was a retweet of an old one, and it
_has_ closed. The webpage is still confusing, though.]
