HTS is designated a terrorist group by the United States, European
Union, Russia, United Kingdom, Canada, and some other countries.[234]
Despite HTS's efforts to distance itself from al-Qaeda and publicly
present itself as a legitimate governing body through the Syrian
Salvation Government, reports from the United Nations, United States
and European Union document its continued involvement in serious human
rights violations. These include extrajudicial killings, arbitrary detentions, torture, and the use of child soldiers.[234][235][236] US government agency USCIRF alleged in 2022 that women and religious
minorities, particularly non-Sunni Muslims and Druze, face severe discrimination, with forced conversions, movement restrictions, and violations of religious freedom.[237] US State Department stated in
2023 that HTS enforces strict religious dress codes for women and
girls, often under threat of imprisonment or punishment.[58] Its
Sharia courts, which operate outside international law, have imposed
death sentences and punishments for "crimes" such as blasphemy.[58]
These practices have been condemned by US State Department, EU agency
for Asylum as well as by UN's Independent International Commission of
Inquiry on the Syrian Arab Republic.[58][236][238]
