Yes. The ROC Constitution recognizes Mainlanders as ROC people. And the PRC Constitution recognizes ROC people as PRC people. The problem between the PRC and the ROC is the problem of ONE PEOPLE, ONE CHINESE PEOPLE.
However PRC and the ROC are going to resolve their difference, it is an INTERNAL problem and DEMOCRATIC in nature among the ONE CHINESE PEOPLE.
Consensus between the PRC and the ROC themselves:

4. Both recognize the other side's government as legitimate regard its side.
5. Both do not recognize the other side's sovereignty. Hence neither PRC nor ROC leader would address their counterpart as "President". They were
called "Mr Xi and Ma" when they met each other last time.
Reality:
Given that the PRC is the winning side the Chinese Civil War, PRC is many times larger than its ROC counterpart in terms of territory and population. In addition, the PRC government is recognized as the sole legitimate representative of this ONE CHINA
of ONE PEOPLE by the UN. PRC also imposes this ONE CHINA of ONE PEOPLE as the condition of diplomatic relation.

during a meeting with the former chairperson of the Chinese Kuomintang (KMT) party Ma Ying-jeou,
