Don't know much about the Chinese specificities in this field, but
I can say for sure that the Russian-speaking VoA never was "beacon
of truth", even at the Cold War epoch. Even at the time it was seen
as "another propaganda" rather than a non-biased source.
It is true, since about 2000s, the American state-controlled media
intended for foreign audience had significantly lost their function.
In the post-Soviet infospace, the RFE/RL (Radion Free Europe / Radio
Liberty), a sibling of the VoA under the USAGM control, retained
some popularity longer than the VoA. However, a disaster occurred in
2012, due to which the RFE/RL's audience was reduced at times. Masha
Gessen, a left-liberal progressive activist, was appointed director
of the RFE/RL, and s/he made a big, spectacular pogrom there. It was
quite a funny scandal, after which the RFE/RL became pretty marginal.
And just recently, the RFE/RL was heard again when its intraspecific competitors from "anti-Putin opposition" managed to expose well the
fact the outlet published dozens of articles on the Ukraine-related
topic that turned out to be completely fabricated fiction.
