    I've seen that the booster of Starship flight test 9 will splash down
    instead of being caught. Does anyone know why?

    Everybody outside of SpaceX is speculating, but one reason I've heard is checking out landing performance with one or more engines out after down-select.

    One might not want one's expensive launch facilities directly inline if
    the performance is insufficient.
