I think the problem really is that every few years they are asked to do other stuff and so its bait like they need a long term plan. You cannot do this stuff in one political term. You need a consensus across the political divide and a commitment to spend the right money on it.
True, but when Congress writes into law that NASA must spend money
developing SLS/Orion, they're stuck spending that money every year on SLS/Orion. They can't simply decide to spend it elsewhere.
To free up enough money to go to the moon, SLS must end. Orion possibly
as well. There are hints in the language chosen for this memorandum
that "commercial" contracts may yet displace SLS. That is, if Congress
goes along. Which they might not.
