    What is getting bigger but orbits?
    Orbits getting bigger will carry once faster inner stars outward..
    That is a cosmological reason for why the outer stars are faster.
    The Moon orbit is supposed to be measured expanding.
    In time it becomes more significant that
    gravity is expanding.
