It sounds a bit high to me even for space qualified mission critical
hardware that has to survive in space and work the first time it is
activated. It wouldn't surprise me if it drifted up a bit either.
Costar optics for HST cost around $50M back in 1990 for a comparison.
(probably about $120M in today's money)
I guess it depends how much we were relying on Russian technology and
how much extra research and development it will take to replicate that functionality if you can't just buy it in of the shelf from Russia.
