Yes, the mission design has the rover operating in cold and dark. It
comes at a cost, though, of having less power. So they use the RTG to
charge up batteries when the load is otherwise low, and then they can
draw the extra power from there if necessary. And, of course, the RTG
adds a lot of cost to the mission, which meant tradeoffs elsewhere.
