A "vax passport" would mostly just affect domestic holiday travelers
who've never even ever gotten a passport.
Caribbean & European travelers have already gone through the passport
wicket, so if the "Vax" documentation is linked into that existing document,
it won't really be much friction at all.

Well, that's probably true, since a good bit of research in the Arctic tundra are finding all sorts of new "bugs" (bacteria's) coming out of dormancy
that human populations haven't been exposed to for 10,000+ years.
Similarly, they're now also learning that CoVid19 patients with autoimmune deficiencies are becoming CoVid19 mutation factories, its going to be
quite a challenge to get more than merely "caught up" but to get ahead
of the power curve in terms of virus-based healthcare threat vectors.
Scientifically, it can be done ... think I've heard it would cost ~$50B for
a full-spectrum "Moon Shot" program to do this ... but in the US, the
politics are that giving tax breaks to Billionaires are a higher priority.
