Nah, that wouldn't be nearly enough to get most of them in line. They have too many other sources of income. For starters, we should lock them out of their offices if they aren't using them to get any work done. They seem to understand the politics of
juggling offices. Maybe send in hostage negotiators? "If you aren't using it we would like our government back."? As a last resort we could put a tape of the collected wisdom of MTG on loudspeakers and play that until they give up. That would probably be
a human rights violation, but do we really care at this point?

Better still, jive ass is hinting at the right idea. The government owns the building. Treat them like airline passengers for safety reasons. Close down their cafeteria and exercise room. That stuff is way too dangerous for them. They shouldn't be
allowed anything more dangerous than a plastic spoon, if that. Make them show up at the right time with their boarding pass and identification. They should go through standard safety checks. Confiscate anything they couldn't take on a commercial flight
and put it on display. Make them fasten their seatbelts and lock their chairs in the upright position. We could see how long they could tolerate cabin class airline food.
I think we could also solve the homeless problem with this sort of approach. There are any number of possible solutions. If they can't find one that works we start turning the building into a homeless camp, one step at a time.
