Why no German opening?

Hey,
there are a lot of Openings named after german cities and quite a lot of them once where states of the Holy Roman Empire. Bavaria, Westphalia and Prussia were/are regions of Germany. So there not being a German opening is down to there not being a
Germany till 1871, I'd guess.
