Get the Cabinet together and toss it around. “How will this decision effect the next election.” “How can we slip this in the budget?” “How many votes will we lose in (state)?” “Will thisget through the Senate?” “Will Governor (x) still get enough votes.” It isn’t “one man one vote” at that level. These questions are all answered before it gets to Biden.
