    What is a grand jury?
And what's the opposite - a humble jury?

When a DA wants to charge someone and needs the political cover to do it, he'll present evidence to a Grand Jury. The grand jury only gets to hear the DA's side, thus making it so easy to charge someone, they say a Grand Jury can indict a ham sandwich.
That's what happened here...and the case is SO IMMORAL, the grand jury, who only needs a bare majority to charge Trump, still almost didn't charge him until the judge presiding over the grand jury practically forced them to agree to charge him. It was
a sick, perverse act that is totally unjust and should scare everyone because now they'll be able to go after anyone....conservative DA's could have every single democrat in congress charged like it was nothing, but those people will still be bankrupted
having to hire a defense team.

I mean, ten thousand people get arrested every day
in the Land of the Unfree. They get hauled into court,
    and charged. No grand jury.

So what's the procedure to "convene" this doohickey?

I think they are bullshit. It's just a way to guarantee you can force someone to bankrupt themselves defending themselves. While we're at it, let's get rid of no-knock warrants and all civil forfeiture. And, let's get rid of Citizens United decision
so wrongly ruled on by the Ruling Class Supreme Court for their ruling class freinds in the Deep State so they could buy all politicians of both parties. And, don't forget about getting rid of the Patriot Act which absolutely destroyed our Bill of Rights.
We live in a fucked up world these days Welcome to the Fourth Turning. May we all survive it.

A defendant has a constitutional right to a grand jury (which is basically a preliminary hearing) for all felony prosecutions at the federal level and in many states (including NY). The defendant can waive that right if he or she is so inclined.

So what's the procedure to "convene" this doohickey?
