I had the strangest thing happen yesterday when I was taking my wife's
car to the tire shop. I was about a half mile down the road from out
house and approaching a stop sign. It is a four way stop and I looked
ahead, to the right and left and checked my mirrors. Holy crap... there
is a little kid running down the road behind me, a toddler. I was
stopping anyway so I stopped short of the intersection. He kept running
and disappeared from my view. I didn't want to move because he might
have grabbed onto the back to gone under my bumper. I didn't want to put
in reverse to activate the back up camera. Then he appeared on the left
side and was reaching up to open the back door. I put the car in park
and rolled down the window and asked him why he was on the road and told
him it's very dangerous to be there.

A woman appeared, probably the mother. It may even have been a foster
mother because I thing that they foster kids at that house. The kid took
off and ran around in front of the car. She finally caught up to him.
She stood there for a moment and waved thanks to me.

That poor woman has a handful there. What a strange thing to happen.
Thank goodness she showed up. I don't know if he would have kept running
after me. If she was elsewhere looking for him he could have
disappeared into the woods or into the swamp across the road. Two doors
down there was a property with about two dozen geese and a pond. What if
    the geese attacked him?

Heaven forbid some whacko might have snatched him.... but then I had to
wonder what would have happened if I had got out of the car and grabbed
the kid... maybe put him in my car for safe keeping. What if the parent
or their neighbour saw a man putting their toddler in a car? The cops
would have come swooping in and I would have been a person of interest
    in an attempted abduction.

I am going to have to be very careful going by that house in the future.

I'm surprised officer dave didn't arrest the kid and his mother!

They both broke some rules, and you know he could have worked them up
    into felonies.

This is indeed an odd story.  But if they are, in fact, fostering
children at that house you might want to call to have a "welfare check"
just to make sure they are well taken care of and have sufficient adult supervision.

I know there are a lot of children in that house but I have never seen
anything like this. I can appreciate that a foster child might pull a
stunt like that. I can cut them a break on this incident, but if it
happens again I will be making a call.

    >The cynic in me says sometimes people take in foster
children just to get a monthly stipend but they aren't adequately
equipped to deal with the number of children they foster.  Or they
expect any teenage children they have or foster to look after the little ones.

I don't doubt there are people who are in it for the money. I had a
coworker who fostered children. They had two sons and they had lost a
child. FWIW they were "christians" with good hearts. They started off
fostered on special needs child and then a second one. A few years later
they took on two more, a pair of sisters afflicted with fetal alcohol
syndrome. They did okay by the system and had several helpers who tended
    to most of the care.

Thankfully you stopped and the child was not injured.

I'm pretty sure Officer Dave has already investigated and prosecuted the
woman. He is cracks down even faster than president trump.
