One of the Saturday ride group was asking me how to install bar tape. Apparently there is a YouTube demonstration where they start from the center of the bar and work their way to the bottom.
I don't know how this could work since the wraps would be exposed to the pressure of your hands in the wrong direction nd eventually push it loose on the bar.

At 1:10 in the video, the author mentions that this vintage Trek 412
uses cloth handlebar tape which is wrapped starting from the center
and working his way to the handlebar end.

At 8:19 in the video, the author re-wraps the handlebar tape, again
starting at the center and working his way to the handlebar end. <https://youtu.be/3hC1Xb1UZro?t=499>

Also, note that leather handlebar tape is wrapped in the same manner:

into the end of the bar and finished with a bar plug. It protects you
if you fall on the bar and holds the bar plugs in place."

Ass backwards, both.
Cotton tape wraps bottom to top, same as modern tape.

Wrapped backwards, the edges peel up at the outside curve in
use. No different from laying roof shingles bottom to top (!).

There are plenty of useful, helpful youtube videos for all
sorts of things. There are also plenty of 'how to repair'
videos featuring hammers and duct tape.

As a bike, I gostraight and stay in the middle lane. Some Asian woman nearly hit me. The left rear quarter of her new car was recently worked on and was primeed. And already the left front fender was being held on with duct tape. All she had to do was lift off of the
