Well, a stick in the spokes is a Very Bad Thing.

But the analogy may be overwrought. The nearly decade-long
action plan (pages 3 & 4 above) hasn't connected one single
building. And most probably never will.

In fairness, the same general program during Mr Trump's
first term, both of Mr Obama's terms and the G W Bush era
resulted in the magic disappearance of piles of tax dollars
to no tangible result.
