The Export CofA is likely to be ignored by Transport Canada.
There's a dedicated TC airworthiness office in Montreal that I exchanged emails with over a decade ago, but I no longer have their email.

If it is a US registered aircraft it would be wise to get the history file from the FAA. It costs $5. It should have the Export Certificate of Airworthiness from the country of origin which may be quite helpful when dealing with Transport Canada. A
gentleman that helped me with TC told me their motto nis "If a small aircraft flies in Canada, we've failed".
