    The control surfaces are but a tiny fraction of a radar return and this
    thing still has wings and vertical stabilizers, so the comment about
    baffling radar operators is breathless nonsense.

    BTW, plasma will have an enourmous radar return along with jamming any
    radio of any kind on the aircraft.

    Having an engine out with this control scheme means a smoking crater.

    Just because something can be done does not mean it should be done, for
    example a wing using the Magnus effect for lift.
