The penalty for taking extra parts is much less than the one for not taking them and failing to be competitive or even finish a race.

F1 has been buggered up for a long long time.
There is nothing wrong going with a spec car branded with manufacturers/engines/colors/sponsors etc...only then can we separate
the racers from the drivers. Until then its just the haves against
the have nots.

Since this is a money issue, like most of F1, the best solution is an equal distribution of TV revenue.
