Credittors take the risk if Disney fails to profit from a move,
not Disney. Disney will continue to evaluate its position, and
then decide if it can convince lenders.
Other states and cities will offer lower taxes, government bonds,
zoning changes, and other incentives. Look at how teams move and
get new stadiums if you want to learn how it's done.
