    Yes, it's the cartoonist. Stephan Pastis often sets up convoluted puns
    which result in the characters berating him. Or in Rat's case using an
    attitude adjustment bat.

    Yup, you nailed it. His last frame is himself being taunted by his >characters. Usually with a baseball bat.

    In the past, he has had a fictionalized version of himself in regular
    strips. One arc had him thrown out of the house by his wife. Some were surprised later to find out it didn't happen in real life.
